These 3R projects included milling and resurfacing with widening for turn lanes and shoulder reconstruction. SR 4 required slope corrections throughout the project to correct substandard front and back slopes within the recoverable terrain. Several existing cross drains were extended to meet recoverable terrain requirements. Flooding issues were addressed at the intersection of SR 4 and SR 10. Major drainage improvements along SR 4 were a concern due to limited maintained right-of-way and numerous underground utilities. SR 10 included the construction of an island at the intersection of SR 10 and River Road to improve sight distance by preventing vehicles from parking within the state right-of-way. Other aspects of the project included survey, pavement design, utility coordination, signing and marking plans, and permitting.
